On 18–19 May 2026, Transparency International Malaysia, in collaboration with the United Nations Office on Drugs and Crime (UNODC), convened a programme on strengthening Income, Interest, and Asset Declaration (IIAD) systems, a cornerstone for advancing transparency, accountability, and political integrity in Malaysia.
🗨️ Effective IIAD frameworks are vital for preventing corruption, managing conflicts of interest, and reinforcing public trust, in line with SDG 16 on peace, justice, and strong institutions. This initiative brought together 67 participants, including Members of Parliament, government and enforcement agencies, civil society organisations, and other key stakeholders, to explore practical approaches, global best practices, and policy recommendations for building a more robust and transparent IIAD system.
We were honoured to have the event officiated by Tuan Hj. Mohd Gunawan bin Che Ab Aziz, Deputy Director of the National Governance Planning Division (BPGN), Malaysian Anti-Corruption Commission (MACC).
The lecture and discussion session was led by Mr. Dmytro Kotlyar, International Expert & Consultant, followed by a panel discussion on “Making Asset Declaration Work: Challenges, Enforcement, and Public Trust” featuring:
🎤 PPj Hong Chin Chin, Malaysian Anti-Corruption Commission (MACC)
🎤 Brendon Gan, Co-founder & Chairman of Himpunan Advokasi Rakyat Malaysia (HARAM)
🎤 S. Normalis Abd Samad, VP Training & Competency, Association of Certified Integrity Officers (ACeIO)
🎤Justin Jarret, Manager Transparency International Malaysia (Moderator)
Throughout the programme, participants engaged on key objectives:
💡Gaining insights into effective IIAD systems and oversight frameworks that prevent corruption.
💡Facilitating dialogue to share best practices for strengthening Malaysia’s IIAD system.
💡Equipping stakeholders with tools to translate technical standards into practical recommendations.
💡Exploring Malaysia’s strategic direction for enhancing transparency, accountability, and political integrity.
By bringing together diverse voices and expertise, this programme not only deepened understanding of IIAD systems but also laid the groundwork for actionable reforms. The discussions and shared recommendations will serve as a catalyst for strengthening Malaysia’s institutional integrity, ensuring that asset declaration becomes a trusted mechanism for accountability and public confidence.
